He has been the country's leader since 1989, when he was named First Secretary of the Communist Party of the Kazakh SSR, and was elected the nation's first president following its independence from the Soviet Union in December 1991. He holds the title 'Leader of the Nation'. In April 2015, Nazarbayev was re-elected with almost 98% of the vote. Nazarbayev has suppressed dissent, been accused of human rights abuses by several human rights organizations, and presided over an authoritarian regime. No election held in Kazakhstan since independence has met international standards. In 2010 he announced reforms to encourage a multi-party system. Imangali Nurgaliuly Tasmagambetov (Kazakh: Иманғали Нұрғалиұлы Тасмағамбетов (born 9 December 1956) is the current Deputy Prime Minister of Kazakhstan. He served as Minister of Defense of Kazakhstan from October 2014 to September 2016. He was the mayor of Astana from April 2008 to October 2014. From December 2004 to April 2008 he was the mayor of Almaty. Before that, from 28 January 2002 to 11 June 2003, he was the Prime Minister of Kazakhstan. Tasmaghambetov said that he resigned as prime minister after finding out about the falsification of a positive vote of confidence in his administration that was taken on 19 May 2003. His resignation resulted in the dismissal of all members of his cabinet, as required by the Constitution of Kazakhstan. Bakhyt Turlykhanuly Sultanov (Kazakh: Сұлтанов Бақыт Тұрлыханұлы) is the Minister of Economic Affairs and Budget Planning in the Government of Kazakhstan. He was born in 1971 and graduated from the Kazakh National Technical University, State Academy of Management with majors in engineering and economics. After graduation, he worked in the Ministry of Finance where he progressed from senior economist to being director of the department. He was appointed Vice-Minister of Economic Affairs and Budget Planning, Chaired Statistics Agency of the Republic of Kazakhstan and served as Vice-minister of Finance. Erlan Abilfayizuly Idrissov (Kazakh: Ерлан Әбілфайызұлы Ыдырысов; born April 28, 1959, in Karkaraly, Karaganda oblast, Kazakhstan) was the Foreign Minister of the Republic of Kazakhstan 1999 to 2002 and 2012 to 2016. He previously served as Foreign Minister in the Government of Kazakhstan from 1999−2002. In June 2002 his Foreign Ministership ended. He became the Kazakh ambassador to the United Kingdom. After serving in London, Idrissov assumed the role of Ambassador to the United States in July 2007. The Ambassador has been quoted in the past as being opposed to the film Borat, but has seemed to take a softer approach to the film more recently. In September 2012, Idrissov was appointed Foreign Minister of Kazakhstan after serving as the Ambassador to the United States until October 2012. The appointment is widely viewed by western analysts as a sign of Nazarbayev’s intent to maintain strong relations with the west. As Foreign Minister, Idrissov has sought to improve relations with states in the South and Central Asia region. During a March 2013 visit to Tajikistan, Idrissov met with President Emomali Rahmon and Foreign Minister Hamrokhon Zarifi and signed a “Program of Cooperation” that reaffirmed bilateral commitment to cooperation in the areas of energy, migration, political and water issues. Idrissov chaired the February and April meetings in Almaty of the P5+1 talks with Iran over the country’s nuclear program, embodying Kazakhstan’s multi-vector foreign policy and desire to act as a mediator in regional disputes, as it did during the 2010 conflict in Kyrgyzstan and is now attempting to do with respect to the development of hydropower resources in Tajikistan. Idrissov visited the offices of the European Commission in Brussels in January 2013, as well as with NATO Secretary general Anders Fogs Rasmussen at the organization’s headquarters in Brussels to discuss key issues regarding security and the withdrawal of international forces from Afghanistan. During the first few months of 2013, Idrissov met with leaders in Europe, opening a new Embassy of Kazakhstan in Finland and announcing plans for a diplomatic presence in Sweden in 2013. Massimov served as Deputy Prime Minister from 19 January 2006 to 9 January 2007 and as Minister of Economy and Budget Planning, Minister of Transport and Communications in 2001. President Nazarbayev nominated Massimov to succeed Daniyal Akhmetov as Prime Minister on 9 January 2007.
